In October 1998, the Kansas Water Authority approved objectives for the year 2010 as part of the Kansas Water Plan. The objectives were developed to define targets to quantify achievements of the Plan. The following objective is included in the Water Conservation Section of the Plan: by 2010, reduce the number of public water suppliers with excessive unaccounted-for water by first targeting those with 30 percent or more unaccounted-for water. Unaccounted-for water is the amount of water that a public water supplier pumped and/or purchased from other entities; minus all metered amounts (either sold or distributed free). Metered amounts include sales to other public water suppliers; large industrial, bulk or livestock water users; and residential and commercial customers; as well as metered free water (such as swimming pools, golf courses, community buildings, water treatment processes, etc). An assessment on unaccounted-for water was completed in 2000. Data used in this assessment are collected by the Kansas Department of Agriculture, Division of Water Resources, under Kansas statute (K.S.A. 82a-732). These data are compiled annually in a cooperative agreement between the Kansas Water Office, the Department of Agriculture, Division of Water Resources, and the U. S. Geological Survey District Office in Lawrence, Kansas. Kansas Water Plan Funds were used, in part, in both the annual data compilation and the 2010 assessment. This paper discusses the role of the Kansas Water Office and the Kansas Water Authority, and the development of the 2010 objectives. This paper also summarizes the results of the assessment on unaccounted- for water, and describes the free on-site technical assistance provided by the Kansas Water Office, and funded by the Kansas Water Plan Fund, to assist small public water suppliers in reducing unaccounted-for water. This assistance ranges from water conservation plan development to bookkeeping audits and on-site leak detection. Includes table, figures.
