For the water companies of England and Wales, demand management has only recently been focused upon, principally due to regulatory, political and public pressure. 1998 saw the water companies submit their supply-demand balance submissions to the economic regulator and water resources plans to the environmental regulator. With the exception of leakage control and the extension of the metered base, the demand management options submitted have fallen short of expectations. Reasons given are uncertainty and lack of data. This paper explains the background of the England and Wales water industry and the water resource planning process, before analyzing some of the costs given to the Environment Agency in the context of planning framework. This paper also suggests some promising demand management options and considers why these are not being universally adopted.
