This paper presents a vision for real-time monitoring and modeling of water distributionsystem hydraulics and water quality. A distinct aspect of this vision is its incrementalnature. Organizations can begin to benefit from the first steps of simple monitoring andmodeling, and choose to implement further pieces over time.This paper also addresses some of the key questions of organizations considering theadoption of real-time or near real-time monitoring and modeling practices that include:what exactly is meant by "real-time monitoring and modeling";what are the benefits and value associated with such a system;what questions does it address;what operations are necessary to use the system; what lessons can be learned from the pipeline industry experiences;what's the effort involved;who in the organization uses it; and,who manages it?
